Legislative Update

  

The recent support of legislators, especially Illinois legislators, has been critical in the arena of public policy and is vital to the expansion of the PBIS initiative.

  • May 21, 2009

U.S. Representative Phil Hare (D-IL), a member of the Illinois PBIS Network Statewide Leadership Team, re-introduced the Positive Behavior for Safe and Effective Schools Act (H.R. 2597).  This national legislation is designed to encourage the use of school-wide positive behavior support (PBIS) to help improve school climate and foster students' academic and social success.  The legislation would amend the Elementary and Secondary Education Act (ESEA), making support for school-wide PBIS available through more sources. Specifically, it:

  • Provides flexibility for use of Title I funds so state agencies may provide technical assistance and support the implementation of PBIS;
  • Amends the Safe & Drug Free Schools and Communities Program to emphasize initiatives that improve the whole school climate in order to foster learning;
  • Authorizes local education agencies to use funds for school-wide programs as a way to promote a school environment that is safe and conducive to learning;
  • Offers instructional leadership skills to help teachers administer PBIS and enhance their understanding of the social and emotional learning of children to improve the learning climate;
  • Establishes a new office in the Department of Education to help coordinate and administer assistance to mental health and related services professionals who work with students on PBIS and other evidence-based approaches to help improve their academic and behavioral outcomes.

 

H.R. 2597 currently has six co-sponsors, including Representatives Danny Davis (D-IL) and Jan Schakowsky (D-IL) from Illinois, and we’d like to solicit your help in securing even more co-sponsors for this important legislation.

Contact your local Illinois U.S. Representative NOW by e-mail, hard copy letter, or telephone call and ask them to co-sponsor H.R. 2597.  Follow these easy steps... 

  1. To find your U.S. Representative, log-on to U.S. House of Representatives website, www.house.gov/writerep, and follow the prompts for complete contact information on your local legislator.
        
  2. Use the “IL PBIS School Endorsement Letter Template (MSWord)” to e-mail or mail a hard copy letter on your personal or organization’s letterhead.  E-mails and letters should be sent to both the Washington, D.C. Office and a Local District Office.

U.S. Representative Phil Hare (IL-17), held a congressional briefing on PBIS in Illinois schools from 9 to 10 a.m. in Washington, D.C., at the Cannon House Office Building, Room 340.  The purpose of the briefing was to highlight Illinois’ leadership in implementing school-wide Positive Behavior Supports and encourage support for the Positive Behavior for Effective Schools Act (H.R. 3407) introduced by Representative Hare, along with original co-sponsor Danny Davis (IL-7).  Testimony on PBIS and Illinois PBIS success was provided by a panel of speakers including: Lucille Eber, Statewide Director, Illinois PBIS Network, George Sugai, Co-Director of the National PBIS Center, Andrew Krugly, principal, Dewey Elementary School, Evanston, IL, Joy Boostrom, external coach, Monmouth-Roseville School District, and Laurel Stine, Bazelon Center for Mental Health Law. 

 

  • July 14, 2008
